英國新法例禁止父母“重手”打孩子 |

一條禁止用重手打孩子造成傷害的法例,由2005年1月15日起在英格蘭和威爾士生效。觸犯者最高刑罰可被判入獄五年。
從現在開始,如果父母動手打孩子,導致孩子出現浴血或紅腫等傷痕,便有可能受到被監禁的懲罰。
英國政府並沒有全面禁止父母體罰子女,並原則上保留了父母可以適量地輕微動手打孩子體罰方式。
但防止兒童受虐待協會則表示,兒童應該與成人一樣受到免受攻擊的法律保護﹔該組織更警告說,一些父母以後可能會打孩子,不留痕跡。
教育部則堅持新法律已經足以保護兒童,同時也讓父母能對孩子給予合理的懲罰。 A new Law under the Children's Act 2004 stopping Parents in England and Wales smacking their children heavily comes in force from 15th January 2005. Those who smack children so hard it leaves a mark or cause actual bodily harm will face up to five years imprisonment under the new law.Mild smacking is still allowed under a "reasonable chastisement" defence against common assault. But any punishment which causes visible bruising, grazes, scratches, minor swellings or cuts can face prosecution. NSPCC is campaigning for a total ban on
smacking, they say the new law will
only confuse parents and leave children still at risk of abuse. |
